No it seems to run fine for me and my friend here, so you can rule that out. Unless your friend bought it from a 3rd party site with a Russian VPN (as they're usually cheeper) but i think Steam would notify you about that. I'm out of ideas. I don't know what happens if you try to redeem one of those outside of Russia but i'm GUESSING Steam would notify you that you were trying to redeem a region locked code instead of crashing.
