I had Windows reinstalled some times ago, after which I just ran the steam.exe which was already on my harddrive, it re-initialized everything and Steam worked without any bugs after that, from gamer's perspective. Maybe some minor things, like not being able to find Steam through Win + Search But anyway I downloaded Steam installer and ran it again, re-installing Steam over itself in the same folder.
